WORK LOCATION: PRIMARY LOCATION GOVERNMENT CENTER IN SNOW HILL; WORK CONDUCTED ACROSS WORCESTER COUNTY

WORK SCHEDULE: 8:00AM TO 4:30PM, MONDAY TO FRIDAY

MARYLAND STATE RETIREMENT: THIS POSITION WILL AUTOMATICALLY PARTICIPATE IN THE MARYLAND STATE RETIREMENT SYSTEM. MEMBERSHIP IS MANDATORY FOR EMPLOYEES THAT WORK OVER 500 BUDGETED HOURS IN THE FISCAL YEAR. AS A MEMBER, 7% OF YOUR BUDGETED ANNUAL SALARY WILL BE CALCULATED, DIVIDED BY 26 AND DEDUCTED FROM YOUR BIWEEKLY PAYCHECK AND SENT TO YOUR ACCOUNT AT MARYLAND STATE RETIREMENT SYSTEM.

JOB SUMMARY: Under the direct supervision of the Director of Environmental Programs, this individual will perform, on a routine basis, inspections, investigations, and as needed enforcement of the code of local laws of Worcester County and Maryland State Plumbing/Gas codes.

GENERAL REQUIREMENTS

• Safety Sensitive requiring Drug and Alcohol Testing
• Possession of a valid driver’s license, and a motor vehicle history with less than 4 points.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
• Inspects, investigates, keeps records, and submits reports regarding codes of public laws of Worcester County and Maryland State Plumbing/Gas codes to ensure compliance.
• Responsible for the enforcement of all applicable codes, and laws and examination of completed installations for use of the proper materials and installations completed according to acceptable procedures.
• Performs plumbing plan reviews on commercial projects and County construction projects needing input from staff.
• Confers with the Director and Deputy Director on difficult enforcement cases. Prepares and gives testimony in court cases related to or resulting from inspections and investigations.
• Initiates, prepares, and maintains schedules for inspections and investigations.
• Responds to electronic, telephone, and in-person inquiries regarding plumbing/gas code requirements and other departmental issues.
• Access the permits recordkeeping system and other automated data sources to research, review, and verify information.
• Willingness to establish and maintain effective working relationships with State, Federal, County and community representatives, property and business owners, co-workers, and the general public.
• Able to follow verbal and written instructions; keep records and logs; prepares, completes, and maintains written forms and reports accurately.
• Completes assigned tasks accurately and by established deadlines.
• Cross train and back up other staff as needed.
• Establishes and maintains harmonious working relationships with co-workers, elected or appointed officials, and the general public using tact, discretion, sound judgment, and professionalism.
• Complies with safety programs, procedures training, fire drills, COOP plans, etc. and works safely.
• Ensures confidentiality of information and records and complies with record retention schedule.
• Adheres to Worcester County Government Personnel Rules & Regulations.
• Performs other related duties as required by The Department Head.

QUALIFICATIONS AND SKILLS
• Valid driver’s license and driving record of less than 4 points (MD).
• Ability to perform duties outdoors under varied climatic conditions.
• Ability to establish and maintain harmonious working relationships using tact and discretion in dealing with the public exercising sound judgment.
• Above average oral and written communication skills necessary for effective communication and reporting.
• Ability to follow verbal and written instructions; read street signs; keep records and logs; complete written forms; and to communicate effectively with the public and coworkers. Ability to apply acquired knowledge to increasingly varied and complex tasks.
• Computer literate with experience with Microsoft software (Word, Excel, Outlook, etc..).

Plumbing Inspector I - Journeyman Inspector
In addition to the qualifications and skills listed above, must be a licensed Journeyman Plumber
to apply for a Plumbing Inspector's Card and, upon appointment, you must surrender your
current license to the Board and may not perform plumbing services while serving as a County
Plumbing Inspector.

Plumbing Inspector II
In addition to the education and skills listed above, must possess three (3) years’ experience at
Plumbing Inspector Level 1 or equivalent private industry experience. Must possess and
maintain a non-restricted, certified State of Maryland Master Plumbing license and may not
perform plumbing services while serving as a County Plumbing Inspector.

Plumbing Inspector III
In addition to the education and skills listed above, must possess five (5) years’ experience at
Plumbing Inspector II or equivalent private industry experience. Must possess and maintain a
non-restricted, certified State of Maryland Master Plumbing license and may not perform
plumbing services while serving as a County Plumbing Inspector. Supervise and trains
subordinate level Plumbing Inspectors.

SAFETY ANALYSIS:
(Rarely (<5% of the time), Occasional (5-25% of the time), Frequent (25-75% of the time); Constant (<75% of the time)
The work is performed both indoors and outdoors. Light Work: Constant viewing, hearing, talking, sitting, standing; Frequent walking and pushing, pulling, lifting, and moving of objects up to 10lbs; Rarely up to 25lbs. Known hazards include risks associated with heat, humidity, noise, poor ventilation, slippery and uneven surfaces, and climbing ladders.
