DEPARTMENT: DEPARTMENT OF ENVIRONMENTAL PROGRAMS
JOB TITLE: ENVIRONMENTAL HEALTH SPECIALIST (EHS)
APPLICATION PERIOD: UNTIL FILLED
LOCATION: PRIMARY LOCATION GOVERNMENT CENTER IN SNOW HILL; WORK CONDUCTED ACROSS WORCESTER COUNTY

JOB SUMMARY: This is a full-time position who will perform, on a routine basis, inspections, and investigations to aid in securing compliance with the health laws and regulations specifically pertaining to the control of public health aspects of the environment. The Environmental Health Specialists report to the Director of Environmental Programs.

GENERAL REQUIREMENTS

• Normal work schedule in the office is Monday-Friday 8:00am-4:30pm.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
• Promotes environmental health, protection of the environment and enforces County and State environmental health laws and regulations for Worcester County, the Department of Health and Mental Hygiene, and the Maryland Department of Environment.
• Inspects, investigates, keeps records and submits reports concerning the environmental public health aspects of the following areas in order to secure and ensure compliance with health laws and regulations: Water supply and treatment; Wastewater treatment and disposal; vector control and institutional and residential sanitation.
• Prepares and gives testimony in court cases related to or resulting from inspections and investigations.
• At the Environmental Health Specialist III level, may, under certain circumstances, supervise and train Environmental Health Specialists-in-Training and Environmental Inspectors.
• After specific training performs soil evaluation and percolation testing for individual and subdivision plots in order to determine placement of wells and sewage systems.
• Requires a knowledge of the principles of public health; the objectives, scope and force of laws and regulations of the State and County relating to public health control.
• Reviews plats and plans for new construction and renovations for housing and commercial facilities.
• Collects samples at private and public wells, area waterbodies, and public beaches for chemical and bacterial analysis.
• Willingness to establish and maintain effective working relationships with State, Federal, County and community representatives, property and business owners, co-workers, and the general public.
• Able to follow verbal and written instructions; keep records and logs; complete written forms accurately.
• Application of the appropriate environmental health laws, rules, and regulations in areas of assigned responsibility.
• Adheres to, supports, and enforces Worcester County Personnel Rules & Regulations.
• Performs other related duties as directed by more senior Environmental Health Specialists and the Department Head.

QUALIFICATIONS AND SKILLS
• Bachelor's degree from an accredited college or university with a minimum educational requirement established by the Maryland State Board of Environmental Health Specialists
• EHS Trainee must be able to apply and successfully obtain a Certificate of Eligibility from the Maryland Board of Environmental Health Specialists that allows the applicant to be employed as an environmental health specialist in-training within 12 to 18 months.
• EHS I to IV must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists.
• Ability to perform duties outdoors under varied climatic conditions.
• Ability to establish and maintain harmonious working relationships using tact and discretion in dealing with the public exercising sound judgment.
• Above average oral and written communication skills.
• Computer literate with experience with Microsoft software (Word, Excel, Outlook, etc..). GIS experience a plus.
• Valid driver’s license and driving record of less than 4 points (MD).

EHS Trainee
• The education and skills listed above, must obtain a Certificate of Eligibility from the Maryland Board of Environmental Health Specialists within 12 to 18 months.

EHS I
• In addition to the education and skills listed above, must possess, and maintain licensure as an Environmental Health Specialist.

EHS II
• In addition to the education and skills listed above, must possess, and maintain licensure as an Environmental Health Specialist plus 2 to 4 years’ experience.

EHS III
• In addition to the education and skills listed above, must possess, and maintain licensure as an Environmental Health Specialist plus 4 to 8 years’ experience.

EHS IV
• In addition to the education and skills listed above, must possess, and maintain licensure as an Environmental Health Specialist plus 8 or more years’ experience.

Medium Work; Constant viewing, hearing, talking, and lifting up to 10lbs; Frequent standing, carrying, pushing, pulling, walking, and lifting and moving of objects up to 50lbs; Rarely up to 75lbs. Known hazards include risks associated with heat, fumes, humidity, insects, wildlife, noise, slippery and uneven surfaces, weather, and vibration. Frequent operation of hand tools including but not limited to earth augers, shovels, rakes, well piping, etc.
